SCA Board of Directors’ Decision No. 28/R.M. of 2018 Approving the Fintech Regulatory Framework (Fintech Regulatory Sandbox Guidelines)

The Chairman of the Board of Directors of the Securities and Commodities Authority, having perused

- Federal Law No. 4 of 2000 concerning the Emirates Securities and Commodities Authority and Market, and amendments thereof;

- Federal Decree No. 130 of 2017 on the Formation of the Cabinet of the United Arab Emirates;

- Cabinet Decision No. (14/8W) of 2017 Restructuring the Board of Directors of the Securities and Commodities Authority;

- Cabinet Decision No. 13 of 2000 concerning the Regulations as to the Functioning of the Emirates Securities and Commodities Authority, and amendments thereof;

- Based on the approval of the SCA Board of Directors at its fourth meeting of the sixth term held on 18/07/2018, and

- Based on the requirements of the public interest.

Has decided:

Article 1

The Fintech Regulatory Framework (Fintech Regulatory Sandbox Guidelines) attached herewith is hereby approved.

Article 2

The Chief Executive Officer shall be authorized to:

1. Amend the Fintech Regulatory Sandbox Guidelines when and as required.
