This week, a number of regulations affecting education, corporate governance, civil protection and sport in the UAE came into force.
- Federal Decree-Law No. 8 of 2025 establishes the Federal Authority for Emergency and Civil Defence with an independent budget and powers to oversee fire safety, evacuation and emergency response. The document comes into force on 1 January 2026.
- Cabinet Decision No. 103 of 2025 determines the official fees for the services of the Ministry of Sport. Fixed fees have been introduced for the licensing of sports facilities, event permits and professional accreditation. The decision implements the provisions of Federal Law No. 4 of 2023 on sport and its Executive Regulation.
- Ministerial Decision No. 220 of 2025 establishes a new system for licensing and accrediting universities in the UAE. The document introduces four options for obtaining and renewing licences, strengthens control over the quality of educational programmes and requires electronic interaction between universities and the Ministry of Higher Education and Scientific Research.
