We, Saud bin Saqr bin Mohammed Al Qasimi, Ruler of Ras Al Khaimah, 

- having reviewed the Free Zone Law of 2000; 

- Ras Al Khaimah Law No. 4 of 2013 Amending the Free Zone Law of 2000;

- Ras Al Khaimah Law of 2005 On the Registration of Offshore Companies;

- Ras Al Khaimah Emiri Decree No. 2 of 2005 on the establishment of the Ras Al Khaimah Investment Authority;

- Ras Al Khaimah Decision No. 12 of 2006 on issuing the Ras Al Khaimah Investment Authority regulations on the establishment of Offshore Companies and its annexes, and based on what is required in the public interest,

we have drawn the following:
