Subject: Open Finance System
The Open Finance System (this Regulation) sets out the regulatory requirements for the licensing, supervision and operation of an open finance framework in the United Arab Emirates. The open finance framework consists of an application programming interface (API) hub, which includes a trust framework and shared infrastructure services, through which open finance can be used to share data across different sectors and initiate transactions on behalf of users.
This Regulation also sets out the specific requirements for licensing and supervising the Application Programming Interface Centre.
The requirements set out in Part 1 of this Regulation apply in full to licensed establishments.
The requirements contained in Part 2 of this Regulation apply in full to the "Application Programming Interface Centre".
