The Dubai Executive Council has issued Decision No. 49 of 2024 On Organising the Practice of Health Activities and Professions in the Emirate of Dubai. 

 

According to the Decision, medical entities and specialists are prohibited from operating in Dubai without prior authorization from the Dubai Health Authority (DHA). It is prohibited to hire unlicensed professionals and visiting doctors.

 

The Decision determines the conditions and procedures for licensing. Healthcare licenses are valid for one year, after that they must be renewed on the conditions of the DHA. Licenses are not valid in other emirates without prior approval of the DHA. 

 

The DHA is responsible for investigating complaints against healthcare professionals. It can impose fines, conduct inspections of clinics and refer violations to the Medical Practice Committee for further action. 

 

The DHA and the Medical Practice Committee have the right to fully or partially close a medical facility or suspend the activities of a healthcare professional. This period may be extended up to 3 months until the alleged violations are investigated.
