The Decision applies to any person who provides reliable information on a fact of illegal trade. A financial reward is to be paid for providing such data in accordance with the Decision.
The Executive Office for Control and Non-Proliferation (EOCN) is designated as the competent authority to implement the provisions of the Decision. The Decision defines the tasks and obligations of the Office in the field of countering illicit trade, including:
- Determining procedures for approving financial rewards for whistleblowers.
- Determining the requirements that must be met with respect to any information provided by a whistleblower regarding illicit trade cases.
- The obligation of the Office to preserve confidentiality with respect to the identity of whistleblowers.
The requirements for the payment of financial rewards to whistleblowers are also approved:
- The information provided by the whistleblower must prove that an act of illicit trade has occurred and was indeed committed by the person reported.
