Ministerial Decision No. 267 of 2025 Regarding the Adoption of a Risk Matrix Mechanism for Evaluating Higher Education Institutions Outside the United Arab Emirates and Assessing Applications for Recognition of Qualifications issued by them

Minister of Higher Education and Scientific Research:

- Having reviewed Federal Law No. 1 of 1972 On the Competencies of the Ministries and Powers of the Ministers, and its amendments;

- Federal Decree-Law No. 48 of 2021 On Higher Education;

- Cabinet Decision No. 106 of 2024 On the Adoption of the National Qualifications Framework;

- Cabinet Decision No. 21 of 2025 On the Organisational Structure of the Ministry of Higher Education and Scientific Research;

- Ministerial Decision No. 34 of 2025 Concerning the System for Recognising Higher Education Qualifications from Outside the State;

- And in accordance with the public interest
