- After reviewing Federal Law No. 1 of 1972 regarding the competencies of ministries and the powers of ministers and its amendments, and
- Federal Law No. 6 of 1979 regarding veterinary quarantine and its amendments,
- and Federal Law No. 16 of 2007 regarding animal welfare and its amendments and its executive regulations, and
- Federal Law No. 8 of 2013 regarding the prevention and control of infectious and epidemic animal diseases and its executive regulations, and
- Ministerial Decision No. 109 of 2021 regarding the conditions for regulating the import of cats and dogs, based on the public interest requirements,
