Subject: Operational Risk Management Regulation
The Central Bank of the UAE seeks to promote the continuous development of an effective and efficient financial system. This regulation is issued pursuant to the powers vested under the Federal Decree-law No. 6 of 2025 Regarding the Central Bank, Regulation of Financial Institutions and Activities, and Insurance Business.
All Licensed Financial Institutions are required to implement a comprehensive framework to manage Operational Risk and Operational Resilience. This regulation establishes the minimum requirements in this regard.
Where this regulation includes requirements to provide specific information, to take specific measures or to address a specific list of items ‘at a minimum’, the Central Bank reserves the right to impose additional requirements to those articulated in this regulation.
The Central Bank may issue standards or guidelines that further elaborate on the requirements of this regulation.
