Minister of the Interior,
- Having reviewed Federal Law No. 1 of 1972 on the Competencies of Ministries and the Powers of Ministers, as amended;
- Federal Decree-Law No. 14 of 2024 concerning the Regulation of Road Traffic,
has hereby decided:
National driving licences issued to citizens of both the United Arab Emirates and the Republic of Kazakhstan shall be recognised and exchanged, subject to the provisions of the Memorandum of Understanding signed on June 25, 2026.
The Memorandum of Understanding concerning the recognition and exchange of driving licences between the Ministry of the Interior of the United Arab Emirates and the Ministry of Internal Affairs of the Republic of Kazakhstan shall enter into force on July 25, 2026.
The procedures for the recognition and exchange of national driving licences shall be implemented in accordance with the provisions of the Memorandum of Understanding and as set out in Article 2 of this Decision.
