Example scenario: A passport issued in Uzbekistan, Armenia, Canada, etc. needs to be legalized in Dubai (e.g., for Italy, China, Russia, or other destination countries).

 

Can this be done in Dubai?

 

Partially — it depends on the destination country:

- If the document will be used in the UAE (e.g., to open a bank account or obtain a visa) → the process is finalized at MOFAIC (UAE Ministry of Foreign Affairs)

- If the document will be used in a third country → the UAE authorities are not involved in certifying foreign-issued documents for use abroad

 

Who issues "True Copy" certifications of a foreign passport?

- Only the consulate of the country that issued the passport can certify a true copy of that passport

- Example: A true copy of an Uzbek passport must be certified by the Uzbek consulate

- After that, legalization can be completed according to the destination country's requirements (e.g., MOFA attestation + consular legalization)
