The Cabinet:
- Having reviewed the Constitution;
- Federal Law No. 1 of 1972 On the Competencies of the Ministries and Powers of the Ministers, as amended;
- Federal Decree-Law No. 47 of 2022 On Taxation of Corporations and Businesses, as amended;
- Federal Decree-Law No. 10 of 2025 On Combating Money Laundering, Terrorist Financing and Proliferation Financing;
- Cabinet Decision No. 17 of 2012 On the Collection and Exchange of Information for the Purposes of International Tax Agreements;
- Cabinet Decision No. 109 of 2023 On Regulating Beneficial Ownership Procedures;
- Based on the proposal of the Minister of Finance and the approval of the Cabinet.
In applying the provisions of this Decision, the following words and expressions shall have the meanings indicated opposite each of them, unless the context requires otherwise:
State: The United Arab Emirates.
Minister: Minister of Finance.
Ministry: Ministry of Finance.
Government Entity: All federal and local government entities in the State, including Free Zones, ministries, agencies, departments, institu...
