Dubai Administrative Decision No. 135 of 2025 On Emergency Regulations, Compensation Payments and Amendments to Partnership Agreements

- Having reviewed Dubai Law No. 5 of 1995 establishing the Department of Finance;

- Dubai Law No. 22 of 2015 On the Regulation of Public-Private Partnerships in the Emirate of Dubai;

- Dubai Law No. 1 of 2016 On the Financial System of the Government of Dubai, its Executive Regulations and amendments thereto;

- Dubai Decree No. 20 of 2009 Appointing the Director General of the Department of Finance,

have decided the following:

Article 1 - Definitions

The words and phrases contained in this Decision shall have the meanings assigned to them in Dubai Law No. 22 of 2015 referred to above.

Article 2 - Emergency Circumstances Regulations

a. Without prejudice to the provisions of emergency circumstances established under applicable legislation, the government entity, in agreement with the partner, shall consider the cases set out below as emergency circumstances, which permit the amendment of the partnership contract
