In accordance with Dubai Law No. 4 of 2019 concerning the Real Estate Regulatory Authority and Dubai Law No. 6 of 2019 concerning Jointly Owned Properties in the Emirate of Dubai, the Real Estate Regulatory Authority issues the following circular concerning the regulation of requests to change management companies:
1. Owners of individual units shall submit any complaints regarding the management of facilities and common areas in jointly owned properties to the Owners' Committee registered with the Authority.
2. The committee shall contact the management company and inform it of the details of the complaint or observations for response or rectification within 14 days from the date of notification.
3. If the management company fails to address the complaints or observations submitted by the committee within 14 days, the committee shall submit the complaint to the Authority or request the replacement of the management company for jointly owned real estate projects that fall within the third category stipulated in the law, attac...
