Federal Decree-Law No. 12 of 2025 Amending certain provisions of Federal Decree-Law No. 24 of 2022 On those of unknown parentage

We are Mohammed bin Zayed Al Nahyan The President of the United Arab Emirates,

• having reviewed the Constitution،
• and Federal Decree-Law No. (1) of 1972 concerning the remit of Ministries and the powers of Ministers, as amended,
• Pursuant to Federal Decree-Law No. (24) of 2022 concerning children of unknown parentage,
• Based on the proposal put forward by the Minister for Family Affairs, and with the approval of The Cabinet,

We have issued the following Decree-Law:

Article 1

The text of Articles (9) and (11) of Federal Decree-Law No. (24) of 2022 concerning persons of unknown parentage shall be replaced by the following: The following two texts:

Article (9): Conditions relating to the family and the foster mother

1. 1. The following conditions must be met in order for a family to be granted custody:

      1. Both spouses must be resident in the State; the application must be submitted jointly by both of them; and neither of them may be under the age of twenty-five (25). And twenty Gregorian years.
