- Having reviewed the Constitution;
- Federal Law No. 1 of 1972 On the Competencies of the Ministries and Powers of the Ministers, as amended;
- Federal Decree-Law No. 30 of 2021 On Combating Narcotic Substances and Psychotropic Substances, and its amendments;
- Federal Decree-Law No. 31 of 2021 Promulgating the Crimes and Penalties Law, and its amendments;
- Federal Decree-Law No. 25 of 2022 On the Regulation and Development of Industry;
- Federal Decree-Law No. 28 of 2023 Establishing the Emirates Drug Establishment,
- Federal Decree-Law No. 38 of 2024 On Medical Products, Pharmacists Profession and Pharmaceutical Establishments;
- Based on the proposals of the Minister of Climate Change and Environment and the President of the National Anti-Narcotics Authority, and with the approval of the Cabinet
