1. Criminal judgement. It must be based on legal and factual grounds, and must state the material acts and elements of the violation and be based on evidence that proves the acts committed by the offender from which the criminal intent can be deduced.
2. The authority to understand the facts in the case, evaluate the evidence and take the victim's statements as evidence in proving the punitive violations is the authority of the trial court.
