- Having reviewed the Constitution
- Federal Law No. 1 of 1972 On the Competencies of the Ministries and Powers of the Ministers, and its amendments;
- Federal Decree-Law No. 2 of 2011 On the Establishment of the National Emergency, Crisis and Disaster Management Authority, and its amendments;
- Federal Decree-Law No. 9 of 2020 On the Armed Forces, and its amendments;
- Federal Decree-Law No. 59 of 2022 Establishing the National Guard Command;
- Federal Decree-Law No. 35 of 2024 On the Reorganisation of the Civil Defence Authority;
- Based on the proposal of the Vice Chairman, Deputy Prime Minister and Chief of the Presidential Court, and with the approval of the Cabinet
have issued the following Decree-Law:
In applying the provisions of this Decree-Law, the following words and expressions shall have the meanings indicated opposite each of them, unless the context of the text requires otherwise:
State: The United Arab Emirates
Emirate: Any of the Emirates of the State.
