- Upon reviewing the Constitution;
- Federal Law No. 1 of 1972 Concerning the Competences of Ministries and the Powers of Ministers, and any amendments thereto;
- Federal Law No. 11 of 1972 Concerning Compulsory Education;
- Federal Law No. 17 of 1972 Concerning Citizenship and Passports, and any amendments thereto;
- Federal Law No. 35 of 1992 Promulgating the Criminal Procedure Code, and any amendments thereto;
- Federal Law No. 29 of 2006 Concerning the Rights of Disabled Persons, and any amendments thereto;
- Federal Law No. 3 of 2016 Concerning the Child Rights Law "Wadeema Law", and any amendments thereto;
- Federal Decree-Law No. 15 of 2016 Establishing the Emirates Schools Establishment;
- Federal Decree-Law No. 18 of 2020 Concerning Private Education;
- Federal Decree-Law No. 31 of 2021 Promulgating the Crimes and Penalties Law;
- And upon the proposal of the Minister of Education and the approval of the Cabinet;
