We, Mohammed Bin Zayed Al Nahyan, President of the United Arab Emirates;
‒ Having reviewed the Constitution; and
‒ Federal Law No. 1 of 1972 concerning the Competences of Ministries and the Powers of Ministers, as amended; and
‒ Federal Law No. 3 of 1973 regarding the National Planning; and
‒ Federal law No. 10 of 1974 on the Establishment of the National Bank for Investment and Development; and
‒ Federal Law No. 13 of 1980 on the Establishment of the Urban Planning Authority; and
‒ Federal Law No. 2 of 1981 on the establishment of the General Institution for Agricultural Production Marketing; and
‒ Federal Law No. 4 of 1984 on Scholarships and Student Aids; and
‒ Federal Law No. 17 of 2004 on Combating Commercial Concealment; and
‒ Federal Law No. 11 of 2007 on Regulating the Use of Government Housing; and
‒ Based upon the proposal submitted and the Cabinet’s approval,
Have promulgated the following Decree-Law:
