We, Mohammed bin Zayed Al Nahyan, President of the United Arab Emirates:
- Having reviewed the Constitution,
- Federal Law No. 1 of 1972 on the Competencies of the Ministries and Powers of the Ministers and its amendments,
- Federal Law No. 21 of 1995 on Traffic and its amendments,
- Federal Law No. 9 of 2011 Regarding the Land Transport and its amendments,
- Federal Decree-Law No. 31 of 2021 Promulgating the Crimes and Penalties Law and its amendments,
- Based on the presentation of the Deputy Prime Minister and Minister of Interior, and approval of the Cabinet,
have issued the following Decree-Law:
In the application of the provisions of this Decree-Law, the following words and phrases shall have the meanings indicated next to each of them, unless the context requires otherwise:
State: United Arab Emirates.
Ministry: Ministry of Interior.
Minister: Minister of Interior.
Licensing Authority: The competent Authority, in any Emirate of the UAE, to issue driver and Vehicle Licences, register Vehicles and regulate their movement on the Road.
