We, Mohammed bin Zayed Al Nahyan, President of the United Arab Emirates,
- Having reviewed the Constitution;
- Federal Law No. 1 of 1972 On the Competencies of the Ministries and Powers of the Ministers, and its amendments;
- Crimes and Penalties Law issued by Federal Decree-Law No. 31 of 2021, and its amendments;
- Based on the proposal of the Minister of Justice and with the approval of the Cabinet,
have issued the following Decree-Law:
The provisions of Article 134, Article 227, Article 409 and Article 417 of the aforementioned Law on Crimes and Penalties shall be replaced by the following provisions:
1. The measures stipulated in this section may not be imposed on a person without proof that he has committed the crime stipulated in the Law, and his situation requires the application of this measure in order to preserve the safety of society.
