Federal Decree-Law No. 18 of 2025 Amending certain provisions of Federal Decree-Law No. 23 of 2024 On social support and empowerment

The President of the United Arab Emirates,

We are Mohammed bin Zayed Al Nahyan

• having reviewed the Constitution،
• and Federal Decree-Law No. (1) of 1972 concerning the remit of Ministries and the powers of Ministers, as amended,
• Pursuant to Federal Decree-Law No. (23) of 2024 on social support and empowerment,
• Following the proposal put forward by the Minister for Community Empowerment, and with the approval of The Cabinet,

We have issued the following Decree-Law:

Article 1

Shall be replaced by the provisions set out in Clause (4) of Article (4), and Clause (2) of Article (18), and Article (19) of Federal Decree-Law No. (23) of 2024 on social support and empowerment, with the following provisions:

Article (4) (Clause 4):

Conditions for entitlement to basic and supplementary allowances

The primary beneficiary must be under 55 (fifty-five) calendar years of age, be in employment and insured with one of the State’s insurance and pension funds, or have been referred for retirement.
