- Having reviewed Federal Law No. 21 of 1995 On Traffic and its Executive Regulations and amendments;
- Dubai Law No. 17 of 2005 Establishing the Roads and Transport Authority;
- Dubai Law No. 18 of 2006 On the Management and Realisation of Public Funds of the Government of Dubai;
- Dubai Regulation No. 2 of 2006 On Determining and Collecting the Costs of Repairing Roads Affected by Accidents in the Emirate of Dubai;
- Dubai Executive Council Decision No. 18 of 2006 Establishing the Institutions Affiliated to the Roads and Transport Authority and Adopting its Institutional and Organisational Structure.

This Regulation shall be known as the "Dubai Regulation No. 1 of 2010 on the Use of special Lanes on Roads in the Emirate of Dubai".
The following words and phrases, wherever used in these Regulations, shall have the meanings indicated against each of them, unless the context of the text requires otherwise:
