1. Application and Minimum Standards : Every owner, charterer, master or agent applying for a permission for a ship to enter PCFC ports under these regulations must ensure that the standard of the ship, including the ship’s master and crew certificates, safety and environmental protection measures are not below the standards set by the Rules, Regulations, Conventions, Protocols, Resolutions or Codes of Practice as given below:
a. The Cooperation Council for the Arab States of the Gulf (GCC) Rules and Regulations for Seaports, always as amended.
b. International Convention for the Safety of Life at Sea (SOLAS), 1974, including SOLAS Protocol 1978, always as amended.
