1. All port operations shall be carried out in accordance with a safe system of work by port workers who are appropriately trained and supervised. The safe system of work shall enable a worker to stop an operation immediately when there is a risk to safety or health.
2. All plant and equipment used in port operations shall be .
a. of good design and construction;
b. of adequate strength for the purpose for which it will be used;
c. of sound material and free from obvious defects;
d. inspected at appropriate intervals;
e. Properly maintained in a safe and efficient condition.
