This regulation applies to all vessels conducting Ship-to-Ship (STS) operations within the jurisdiction of PCFC-DPA, including, but not limited to, oil tankers, gas carriers, chemical tankers, and bulk carriers. It encompasses pre-arrival requirements, operational procedures, safety protocols, emergency response plans, and environmental considerations.
This regulation establishes general guidelines for Ship-to-Ship (STS) operations and provides direction to companies and personnel involved in these activities. The primary objective is to mitigate risks and enhance safety culture during marine operations.
These regulations are not intended to and do not replace:
- Any International Convention, National Law, Regulation, Guideline, or Statutory Instrument, such as SOLAS, MARPOL, IMO Resolutions, and Circulars.
- Any Manufacturer's Instructions or advice regarding the operation and maintenance of machinery, equipment, or technical systems.
- The Master's decisions made in real-time, as each situation is unique and requires a sound, pragmatic, and professional approach.
