Dubai Law No. 4 of 2001 on Free Zones

We, Maktoum Bin Rashid Al Maktoum, Ruler of Dubai, 

- having reviewed Dubai Law No. 1 of 2001 On establishing the Ports, Customs and Free Zone Corporation

have issued the following law:

Article 1 - Establishment of Free Zones 

As of the effective date of this law, free zones of all types and their areas shall be established by a decision issued by the Chairman of the Ports, Customs and Free Zone Corporation and published in the Official Gazette. 

Article 2 - Issuance of Rules and Regulations 

The Chairman of the Ports, Customs and Free Zone Corporation shall issue the rules and regulations necessary for the management of any free zone established in accordance with the preceding Article.


Article 3 - Publication and Enforcement 

This Law shall enter into force on the date of its issuance and shall be published in the Official Gazette.
