We, Mohammed bin Rashid Al Maktoum, Ruler of Dubai,
- After perusal of Dubai Decree No. 2 of 1993 Forming the Special Tribunal for Settlement of Disputes between Landlords and Tenants and its amendments; and
- Dubai Explanatory Decree No. 1 of 1999 Concerning the Jurisdiction of the Tribunal for Settlement of Disputes between Landlords and Tenants Formed Pursuant to Dubai Decree No. 2 of 1993,
Do hereby issue the following Law:
In addition to the jurisdiction of the Special Tribunal for Settlement of Disputes between Landlords and Tenants (the "Rent Tribunal") pursuant to the above mentioned Dubai Decree No. 2 of 1993, the Rent Tribunal shall determine rent disputes arising between landlords and tenants of immovable property in the free zones of the Emirate of Dubai.
The provisions of Article 1 of this Law shall not apply to:
1. rent disputes to which any free zone authority in the Emirate of Dubai is a party; and
2. rent disputes arising in free zones which have tribunals or special courts having jurisdiction to hear disputes arising therein.
