Dubai Law No. 1 of 1972 on Alcoholic Beverages Control

We, Rashid bin Saeed Al Maktoum, Ruler of Dubai

have decided the following:

Article 1 - Name of the Law

this Law may be cited as the Alcoholic Beverages Control Law, 1972 and shall come into force from 01/08/1972.

Article 2 - Definitions

The words and phrases used in this Law shall have the following meanings, unless the context or context requires otherwise:

Emirate: Emirate of Dubai.

Licensing Authority: Emirate Police Headquarters.

Supplier: Transfers possession of any alcoholic beverage by sale, gift, imposition, exchange or in any other way, but does not include that which is offered as hospitality.

Article 3 - Regulation of the Import, Export, Manufacture or Supply of Alcohol to Others

No person may import, export, manufacture, obtain, consume or supply any alcoholic beverage except in the circumstances and under the conditions stipulated in this Law. 

Article 4 - Business Activities Permitted Under the Licence

1. The Licensing Authority may, upon application, grant a licence to any person for a renewable period of one year to:

a. Import alcoholic beverages.

b. Provide third parties with alcoholic beverages...
