Dubai Decree No. 9 of 2025 On Determining the Competent Government Entity in the Emirate of Dubai for the Purposes of Implementing Federal Decree-Law No. 50 of 2023 On the Regulation of Public Benefit organizations


We, Mohammed bin Rashid Al Maktoum, Ruler of Dubai, 

- having reviewed Federal Decree-Law No. 50 of 2023 Regarding the Regulation of Public Benefit Organizations and its Executive Regulations, hereinafter referred to as the “Decree-Law”, 

- Dubai Law No. 8 of 2015 Regarding the Dubai Community Development Authority, hereinafter referred to as the “Authority”, 

- Dubai Law No. 26 of 2023 on the Executive Council of the Emirate of Dubai, 

issued the following Decree:

Article 1 - Determination of the Competent Government Entity 

The Authority shall be the competent government entity in the Emirate of Dubai to carry out all the powers, authorities and responsibilities assigned to the competent local entity as stipulated in the Decree-Law and the decisions issued thereunder, including the licensing, regulating and supervising of public benefit organizations, which are licensed to practice any of the public benefit activities.
