Dubai Administrative Decision No. 939 of 2025 Issuing the Executive Regulations of Dubai Law No. 9 of 2023 Regarding the Regulation of the Operation of Self-Driving Vehicles in the Emirate of Dubai

The Director General and Chairman of the Board of Directors

- Having reviewed Federal Decree-Law No. 14 of 2024 On the Regulation of Traffic and Transportation;

- Dubai Law No. 17 of 2005 Establishing the Roads and Transport Authority, as amended;

- Dubai Law No. 9 of 2023 On the Regulation of Self-Driving Vehicles in the Emirate of Dubai

have decided the following:

Article 1 - Definitions

The words and phrases contained in this Decision shall have the meanings assigned to them in Dubai Law No. 9 of 2023 referred to above, and the word "law" wherever it appears in this Decision shall mean "Dubai Law No. 9 of 2023 referred to above".

Article 2 - Categories and Types of Self-Driving Vehicles

The categories, types and classes of autonomous vehicles are defined as follows:

1. Light self-driving vehicle: A vehicle designed to transport persons or goods, with a capacity not exceeding thirteen (13) seats and a weight not exceeding three and a half (3.5) tonnes.
