Dubai Administrative Decision No. 116 of 2025 Determining the Controls, Conditions and Cases for Resorting to the Limited Tender Method and Cases for Resorting to the Practice Method

Director General of the Finance Department,

- Having reviewed Dubai Law No. 5 of 1995 Establishing the Finance Department;

- Dubai Law No. 12 of 2020 On Contracts and Warehouse Management in the Government of Dubai, hereinafter referred to as ‘the Law’;

- Dubai Decree No. 20 of 2009 Appointing the Director General of the Finance Department;

have decided the following:

Article 1 - Definitions

The words and expressions contained in this Decision shall have the meanings assigned to them in the Law.

Article 2 - Controls on the Use of Limited Tender Method 

Limited tender method shall be used in procurement in accordance with the following controls:

1. Limited tender method shall be used in accordance with the cases specified in Article 4 of this Decision;

2. Invitations shall be sent to suppliers included in the lists of qualified suppliers who meet the conditions set out in paragraph (b) of Article 3 of this Decision;
