From 1st January 2020 onward, all UAE flagged vessels and foreign flagged vessels entering UAE waters, are to use fuel oil of Sulphur content not exceeding 0.50% m/m (hereinafter referred to as compliant fuel oil).
Exemptions apply to vessels using alternative measures like ECGS (Exhaust Gas Cleaning System, "Scrapper") or other fuels that comply with the required emission levels.
From 1st March 2020, the carriage of non-compliant fuel oil on UAE flagged vessels and foreign flagged vessels entering UAE waters without an approved alternative means of compliance (such as EGCS) is prohibited, vessels having such fuel on board must make plans to debunker before this date.
Fuel Oil Non-Availability Report (FONAR)
From 1st January 2020 onward, all UAE flagged and foreign flagged vessels destined to UAE waters or ports, using non-compliant fuel oil due to the nonavailability of compliant fuel oil, must submit the Fuel Oil Non-Availability Report (FONAR).
