With reference to the Ministerial Decision No. 95 of 2018 in regard to the amendments to Ministerial Decision No. 1 of 2018 for the mandatory insurance requirements relating to the responsibilities of ship owners towards seafarers in the UAE, and Circular No. 1/2018 and Circular 6/2018, and due to the remarkable results and the significant reduction in the seafarers' abandonment cases, the following has been decided as of 20/02/2019:
Amending the scope of implementation to include all merchant ships of any size (including those with a gross tonnage of less than 200 tons), as follows:
1. UAE Flag registered ships.
2. Merchant Foreign Flag ships having navigation license issued by FTA.
3. Merchant Foreign Flag ships calling UAE ports or and anchoring in UAE waters including Exclusive Economic Zone (EEZ)
