- After reviewing the Constitution;
- Federal Law No. 1 of 1972 On the Competences of Ministries and the Powers of Ministers, and the laws amending it;
- Federal Law No. 5 of 1975 on the Commercial Register;
- Federal Law No. 8 of 1984 on Commercial Companies and the laws amending it;
- The Civil Transactions Law promulgated by Federal Law No. 5 of 1985 and the laws amending it;
- The Commercial Transactions Law promulgated by Federal Law No. 18 of 1993;
- Federal Decision No. 55 of 2002 On the Unified Economic Agreement between the Gulf Cooperation Council (GCC) Countries;
- The Decision of the Supreme Council of the Gulf Cooperation Council (GCC) at its 31st session, which was held in Abu Dhabi, United Arab Emirates, on December 6-7, 2010;
