The Cabinet,
- having reviewed the Constitution,
- Federal Law No. 6 of 1973 concerning Immigration and residence of foreigners, and its amendments,
- Federal Decree-Law No. 2 of 2004 regarding the Establishment of the Federal Authority for identity and citizenship, and its amendments,
- Pursuant to the approval of the Cabinet,
has decided:
In applying the provisions of this Decision, the following words and expressions shall have the meanings assigned against each, unless the context otherwise requires:
State: United Arab Emirates.
Authority: Federal Authority for Identity and Citizenship.
Competent Authority: any of the federal or local authorities in the State.
Foreigner: any natural person who is not a citizen of the State.
Investor: a foreigner who spends the capital to achieve financial gains or returns in accordance with the regulations referred to in this Decision.
