The Cabinet:
- Having reviewed Federal Law No. 1 of 1972 On the Competencies of Ministries and the Powers of Ministers, and its amendments;
- Federal Law No. 15 of 1980 On Publications and Publishing;
- Federal Decree-Law No. 5 of 2012 On Combating Cybercrime, and its amendments;
- Federal Decree-Law No. 2 of 2015 on Combating Discrimination and Hatred;
- Federal Law No. 3 of 2016 on the Rights of the Child (Wadeema);
- Federal Law No. 11 of 2016 On the organization and Functions of the National Media Council;
- Federal Law No. 14 of 2016 On Administrative Violations and Penalties in the Federal Government;
- Based on the approval of the Cabinet

In the application of the provisions of this Decision, the following words and phrases shall have the meanings indicated next to each of them unless the context of the text indicates otherwise:
State: United Arab Emirates.
Council: National Media Council.
Chairman: Chairman of the Board of Directors.
Media Activities: Any activities related to the production, transmission, broadcasting, distribution and transmission of print, digital, audio-visu...
