Desiring to develop their relationship and strengthen their co-operation in tax matters and to conclude an agreement to prevent any scope for reducing or eliminating taxes through tax evasion or avoidance (including through arrangements to use the Agreement to obtain benefits provided by this Agreement for the indirect benefit of residents of third countries)

This Agreement shall apply to persons residing in one or both of the States Parties to the Agreement.
This Agreement shall apply to income and capital taxes levied in favour of each of the States Parties to the Agreement, their administrative divisions or local governments, irrespective of the manner in which they are levied.
