New rules for service providers accreditation under the e-invoicing system

The Ministry of Finance's new Decision No. 64 of 2025 regulates the standards, procedures, evaluation and revocation of accreditation under the electronic invoicing (e-invoicing) system.

 

A service provider may not provide e-invoicing services in the UAE unless he has obtained accreditation in accordance with the Decision. The Ministry shall establish and maintain a Register of accredited service providers.

 

Accreditation criteria:

- The provider is an active Peppol-certified Service Provider who has successfully completed the OpenPeppol conformance tests.
Has 2 years' experience in managing an e-invoicing system.

- Fulfills company registration conditions, tax registration obligations, insurance and disclosure requirements in accordance with the provisions of the Decision.

 

Application for accreditation is submitted to the Ministry. Accreditation is proceeded in 2 stages:

- Pre-Approval testing procedures from the side of the Ministry for the provider which are outlined in the Decision and the grant of Pre-Approval to provide electronic invoicing services within the UAE.
