For the purposes of this Decision, the following words and expressions shall have the meanings set out in the relevant provisions, unless the context otherwise requires:
State: United Arab Emirates
Ministry: Ministry of Climate Change and the Environment
Competent authority: the relevant local authority in each emirate of the State.
Relevant authorities: any authority, company, government entity or non-governmental organisation responsible for regulating the use of Single-use products, or their manufacture, marketing, distribution or collection after being converted into waste, sorted, recycled, treated or safely disposed of
