Ministerial Decision No. 21 of 2026 Regarding the Guide to Regulations and Conditions for the Establishment of Sports Organisations and Companies

Minister for Sport:

• Having regard to Federal Decree-Law No. (1) of 1972 concerning the remit of Ministries and the powers of Ministers, as amended,
• and Federal Decree-Law No. (4) of 2023 on Sport, and its Executive regulations,
• And pursuant to Cabinet Decision No. (22) of 2025 concerning the organisational structure of the Ministry of Sport,
• Pursuant to Ministerial Decision No. (35) of 2025 concerning the organisational structure of the Ministry of Sport,
• In accordance with the requirements of the public interest.

Has decided:

Article (1)

Adoption of the Guide

The Guide to Regulations and Conditions Governing the Establishment of Sports Organisations and Companies – First Edition, attached to this Decision, is hereby adopted; it forms an integral part of this Decision and reflects its provisions.

Article (2)

Commitment to implementation

Sports organisations and companies in the Emirates of the State where there are no competent local authorities or local sports councils shall comply with the provisions of this guide, without prejudice t...
