Dubai Executive Council Decision No. 40 of 2026 Upon approval Incentives for the Economic and Social Sectors in the Emirate of Dubai

We, Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council

- Having reviewed Dubai Law No. 5 of 1995 establishing the Finance Department;

- Dubai Law No. 26 of 2023 concerning the Executive Council of the Emirate of Dubai;

- Dubai Decree No. 28 of 2019 concerning Initiatives to Stimulate Economic Growth in the Emirate of Dubai;

- Dubai Executive Council Decision No. 19 of 2021 concerning the Reduction and Abrogation of Certain Fees and Financial Allowances in the Emirate of Dubai,

have decided the following:

Article 1 - Adoption of Incentive Schemes

This Decision hereby adopts the mandatory incentive schemes designed to stimulate economic and social growth in the Emirate of Dubai, as set out in the Register annexed to this Decision.

Article 2 - Objectives of the Decision

The aim of this decision is to achieve the following:

1. Supporting the continuity of economic activities in the Emirate of Dubai and to mitigate the impact of regional and international crises on the business environment.
