The Central Bank is seeking to enhance the organization, development and regulation of the insurance sector in the United Arab Emirates (UAE) in the context of the overall organization of the financial sector.

This Regulation sets out a framework for licensing Insurance Companies, including branches of Foreign Insurance Companies, and opening Branches and subsidiaries by Insurance Companies within and outside the State.

The Regulation must be read in conjunction with the following laws and regulations, at a minimum:

  • Federal Decree-Law No. (6) of 2025 Regarding the Central Bank, Regulation of Financial Institutions and Activities, and Insurance Business;
  • Federal Decree-Law No. (32) of 2021 on Commercial Companies, and any amendments thereto;
  • Federal Law No. (8) of 2004 on the Financial Free Zones, and any amendments thereto;
  • Cabinet Resolution No. (42) of 2009 Concerning Insurance Company Minimum Capital Regulation, and any amendments thereto;
