The Cabinet:
- having reviewed the Constitution،
- and Federal Decree-Law No. (1) of 1972 concerning the remit of Ministries and the powers of Ministers, as amended,
- and Federal Decree-Law No. (14) of 2016 on administrative offences and penalties in the Federal Government,
- Pursuant to Federal Decree-Law No. (26) of 2019 on public finance, as amended,
- Pursuant to Federal Decree-Law No. (31) of 2025 on Higher Education and Scientific Research,
- Pursuant to Cabinet Decision No. (103) of 2026 concerning fees and financial guarantees relating to the services provided by the Ministry of Higher Education and Scientific Research,
- And pursuant to Cabinet Decision No. (104) of 2026 concerning the national framework for the licence of higher education institutions,
- Based on the proposal put forward by the Minister of Higher Education and Scientific Research, and with the approval of the Council for Education, Human Development and Society, and The Cabinet,
