The Decree ratifies the Economic Partnership Agreement signed in Minsk on 27 June 2025 between the Eurasian Economic Union and its Member States — Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia — and the United Arab Emirates. The Agreement establishes a bloc-wide free trade framework focused on trade in goods between the UAE and the EAEU.

 

A central element of the Agreement is the progressive liberalisation of customs duties. The parties agreed to eliminate import customs duties on approximately 85% of goods in mutual trade, with tariff reductions implemented over different transitional periods. The Eurasian Economic Commission states that the UAE provides preferential access for 86% of the commodity nomenclature, while EAEU concessions cover 85% of the UAE's commodity nomenclature. Preferential treatment is expected to cover more than 98% of the EAEU's existing exports to the UAE.
