The Decree ratifies two interconnected agreements governing the Pan-Arab Electricity Market, signed in Cairo on 2 December 2024: the Pan-Arab Electricity Market General Agreement and the Pan-Arab Electricity Market Agreement.

 

The General Agreement establishes the legal and institutional basis of the regional market. Its objectives include enabling Member States to share generation capacity reserves, provide emergency services to one another and trade electrical energy in order to reduce costs, improve the use of generation resources and enhance the reliability and sustainability of electricity supply. It also establishes the market governance structure and the institutions responsible for its operation and oversight, including the Pan-Arab Advisory and Regulatory Committee, the Arab TSOs Committee, the Regional Market Facilitator and market-monitoring arrangements.
