The Cabinet:
- Having reviewed the Constitution;
- Federal Law No. 1 of 1972 on the Competencies of Ministries and the Powers of Ministers, as amended;
- Federal Decree-Law No. 3 of 2003 on the Regulation of the Telecommunications Sector, as amended;
- Federal Law No. 3 of 2016 on the Rights of the Child ‘Wadeema’, as amended;
- Federal Decree-Law No. 34 of 2021 on Combating Rumours and Cybercrime, as amended;
- Federal Decree-Law No. 55 of 2023 on the Regulation of the Media;
- Federal Decree-Law No. 42 of 2024 on the Establishment and Organisation of the Council for Education, Human Development and Society;
- Federal Decree-Law No. 11 of 2025 on the Establishment and Regulation of the National Media Authority;
- Federal Decree-Law No. 26 of 2025 concerning the Digital Safety of Children;
- and based on the proposal submitted by the Minister for Family Affairs and with the approval of the Cabinet,
