- Having reviewed the Constitution;
- Federal Law No. 1 of 1972 on the Competencies of Ministries and the Powers of Ministers, as amended;
- Federal Decree-Law No. 26 of 2019 on Public Finance, as amended;
- Federal Decree-Law No. 49 of 2022 on Human Resources in the Federal Government;
- Federal Decree-Law No. 26 of 2024 abrogating certain Federal Laws;
- Federal Decree-Law No. 31 of 2025 on Higher Education and Scientific Research;
- Cabinet Decision No. 37 of 2015 concerning the Financial Regulations of Federal Law No. 4 of 1984 on Educational Scholarships and Study Grants;
- Pursuant to the proposal submitted by the Minister of Higher Education and Scientific Research and with the approval of the Council for Education, Human Development and Society and the approval of the Cabinet
has hereby decided:
