Dubai Administrative Decision No. 15 of 2026 approving the policy framework and guidelines for Inclusive Education and the Obligations of Private Schools in the Emirate of Dubai

Director General of the Knowledge and Human Development Authority in Dubai

- Having reviewed Dubai Law No. 2 of 2021 concerning the Knowledge and Human Development Authority in Dubai, hereinafter referred to as “the Authority”;

- Dubai Law No. 3 of 2022 concerning the rights of persons with disabilities in the Emirate of Dubai, its Executive Regulations and amendments;

- Dubai Executive Council Decision No. 2 of 2017 regarding the regulation of private schools in the Emirate of Dubai,

- Pursuant to Dubai Executive Council Decision No. 35 of 2020 concerning the regulation of early childhood centres in the Emirate of Dubai and its amendments,

have decided as follows:

Article 1 – Adoption of the Framework and Guidelines

The following are hereby approved:

1. The “Framework for Inclusive Education Policy in Dubai”, hereinafter referred to as “the Framework”.
